IOSD, in cooperation with its parent organization EUCLID (Euclid University), implements specific actions with select partners in the context of MOU partnership agreements. Partners can be:

Inasmuch as the resources of EUCLID/IOSD are limited, the the Secretary General has pre-qualified select partners for the specific extended EUCLID educational initiative. Only 7 partners are eligible for Euclid MOU/educational participation and MCC support between 2008 and 2017. This narrow educational MOU supersedes the broader IOSD MOU.

Update: This number was raised to 10 in 2010 and the international agreement was revised in 2009 in the form of an "Updated Framework Agreement."
